Chelsea transfer ban: Blues to appeal against FIFA decision which prevents them signing players for next two windows
Chelsea will appeal against FIFA’s decision to place the club under a transfer ban for the next two windows.The club have been found guilty of breaching rules relating to the signing of 29 players under the age of 18.5

Chelsea have been hit with a two window transfer ban

In a statement, the west London club said: “Chelsea FC categorically refutes the findings of the FIFA Disciplinary Committee and will therefore be appealing the decision.“The club wishes to emphasise that it respects the important work undertaken by FIFA in relation to the protection of minors and has fully cooperated with FIFA throughout its investigation.“Initially, Chelsea FC was charged under Articles 19.1 and 19.3 in relation to 92 players. We welcome the fact that FIFA has accepted that there was no breach in relation to 63 of these players, but the club is extremely disappointed that FIFA has not accepted the clubs submissions in relation to the remaining 29 players. “Chelsea FC acted in accordance with the relevant regulations and will shortly be submitting its appeal to FIFA.”FIFA handed the Blues a 460,000 fine, while the FA has also been fined 390,000 after being found guilty of breaking rules in connection with minors.The world football governing body said in a statement: “Chelsea was found to have breached article 19 of the Regulations in the case of 29 minor players and to have committed several other infringements relating to registration requirements for players.5

The signing of Bertrand Traore has come under scrutiny

“The club also breached article 18bis of the Regulations in connection with two agreements it concluded concerning minors and which allowed it to influence other clubs in transfer-related matters.“The disciplinary committee sanctioned Chelsea with a ban on registering new players at both national and international level for the next two complete and consecutive registration periods.“This ban applies to the club as a whole – with the exception of the women’s and futsal teams – and does not prevent the release of players.”5

Chelsea were the subject of a long-running FIFA investigation

Atletico Madrid and Real Madrid were both handed two-window transfer bans for similar offences in early 2016.Both clubs appealed the decision, and while Atletico’s ban was upheld, Real’s was halved.Crucially though, the appeals saw the punishment pushed back, allowing them to sign players in the summer of 2016.5

Chelsea will appeal the decision

FIFA rules prevent clubs from bringing in foreign players under the age of 18 unless their parents have emigrated for reasons not connected to football or both player and club are located within 50km of a national border.It is understood one of the key cases in FIFA’s long-running investigation against Chelsea was the signing of Burkino Faso forward Bertrand Traore.Traore, who now plays for Lyon, officially joined the Blues in January 2014 but played in a number of youth team games when he was 16.5

Meanwhile, the FA also announced their intention to appeal. A spokesperson said: The FA notes the decision of the FIFA Disciplinary Committee published today.“The FA has cooperated fully with FIFAs investigations, although we have raised some concerns with FIFA regarding its disciplinary processes.The FA intends to appeal the decision. We will however continue to work with FIFA and Chelsea in a constructive manner to address the issues which are raised by this case.”
